CP. It's still an old truck. Plus by his description, it hasn't moved in 20 years. 20 year old gas, oil, fluids, who knows what that's been sitting for 20 years when he drove it straight home and stored it.

That paint actually looks really, really cool.
Give it 10 more years and it will be worth more. Buying an early 90's truck isn't like buying one from the 70's or 80's.

Gotta be CP. Who would buy a truck, drive it home and park it and then not touch it FOR 22 YEARS?!? Who are these people that can spend thousands of (admittedly Canadian) dollars and forget about it for long enough that they just today thought "Hey you know what, I bought that truck, and forgot about it, two decades ago? Maybe it's time to sell?"
Also, the usual, all the corrosive fluids will have burned through the hoses and mechanicals by now.

Assuming it is mechanically sound, you are getting a practically brand new, almost classic, full size work horse (though it would be a shame to start beating it up), with a solid drivetrain (assuming he is honest about the upkeep), for less than the price of an absolute base model, 4 cylinder, 2wd compact truck? I say NP if you can live without modern safety features and a warranty.
